What is this ASE?

I was going through some coins on my desk this evening and came across this 1998 ASE. While these things aren’t my niche, I don’t recall ever seeing one with the ring on the reverse like shown below. Anybody seen one? Maybe made by a different mint? I don’t see any marks or stamps indicating that though. Could be common, but it’s the first one I’ve come across.

And the ring is not centered.
Well that’s pretty embarrassing. Before I dismissed the idea that it could be the capsule, I went and attempted to remove the Eagle from its tomb. Must have been in there since 1998 because it was practically fused in it. You guys were right....it’s the capsule. A capsule that detracts from the design of what it is holding. First time for everything I guess. Thanks for the help!!! You guys nailed it!
