I don't see anything remotely resembling artificial toning. I see normal rim toning that is exceptionally common on the issue. What are you looking at on the coin specifically?

The strike is on the weak side. I was surprised by the grade. I was thinking a 64 myself. The rub on the eyebrow bothers me too.
