If the cut were in the planchet the strike would have altered it. Has to be PMD/

I also fall on the side of post-Mint damage. Whatever bit into your coin moved metal away from the indent, whereas if the indent was there before the strike, metal would have moved into that area.
There is a thread from earlier in the week where I shared a genuine incomplete clip on a Lincoln cent, you can compare those pics to your coin to help understand the differences.
