Looks like it may have been buffed with a wire wheel. PMD (Post Mint Damage)

It definitely degraded the details, but it did so evenly.
Wire brush, perhaps with help from a machine is one guess.

Moved metal like this is caused by a wire wheel. Depending on the speed and how stiff of a wire wheel will produce different textures.

In the early-mid '70's, coins like this were called 'whizzed'.

It's in a Whitman 2x2 plastic holder, not a slab.

As members have stated, high-RPM rotating wire wheel. When it gets to this degree (waves) we call it extreme whizzing.
