PVC residue has a green/greenish color.
Those fingerprints are a concern, too.
Either issues if on the coin long enough (etched) cannot be removed with further damaging the quarter.
Cannot determine much from the picture...but the fingerprint is likely permanent....Try an acetone soak for the other...Cheers, RickO
Yes, unfortunately it looks like it is either inactive PVC residue at this point or dip residue from being improperly rinsed after being dipped...in my opinion. I’d need to see it in hand or much more detailed pictures to know for sure.
It’s unfortunate since you probably bought the coin since it is in a rattler
My thoughts are it looks like contamination from a bad dip.

Thanks all, I was pretty convinced myself, but wanted additional input. All three that I bought are being returned. I am building a set of rattler Washington quarters so no cracking and addressing would help. A shame too, all three look undergraded by a point.
Yes that or possibly thumbing / putty. A real trash piece. Return them.
