Looks like it’s a Lamination from a bad planchet.
It’s cool part of it’s still hanging on skin tag verities 😂
Got this in the mail the other day and found what looks like an error. I thought maybe it was stuck through at first but I see a crack and peeling. I used my little clip on phone magnifying glass on a couple of them works good

Either a lamination or some scrap struck into the coin?
Maybe I will send it to PCGS see if they will grade it as an error for my set
