Reverse & edge look normal.
Then it looks to me as if it lay obverse down in a slightly acidic material for a period of time. Cheers, RickO

Yours looks like plating bubbles or occluded gas. It is fairly common on zinc cents, it is more of a planchet issue.
The quarter shown above may look kind of the same but is something different.
Different things happening to the Quarter and Cent. The cent is plated with a thin copper sheet that is bubbling under the metal. Very common. The Quarter, looks to be the subject of acid bathing (or some such thing). It is etched.
Start your own thread. What your doing is sometime called “hijacking” where you are trying to take over/replace/waylay someone else's thread/topic.

In an attempt to show you the difference here is a cent with the same effect as the quarter. You should be able to see the difference in the texture.
This feature appears several times per year here on the forum.
Any more guesses?

Thanks to @ReadyFireAim and @SusanD215 for posting coins with a similar feature that could be easily confused.
This effect is caused by a wire wheel on a bench grinder.
I've been wondering about this coin for awhile.
I kinda like it but the price is too much for me.

Without seeing the coin or the die in hand I would hesitate to say for sure if it was a rusted die or an improperly polished die.
I know most of the time when we think of die polish we look for lines/scratches.
