please help identifying type of strike or are on this coin

Good evening gentlemen I'm on the baseball card form and normally do my business there but it came across a quarter at Wisconsin state quarter with a copper Rim around it with absolutely nothing on the back of it for graphics everything's flat and it's highly and deeply struck please see photo if anyone can help me identify the type of error or what this may be please let me know

    Take a clear pic farther away then crop and orientate.

    The current pic makes me wonder what glue/sticky stuff your using to hold it to the black vertical looking thing.

    We cannot really make any evaluation from that picture, except that what ever it is, has a smooth rim...likely machined. More pictures please... Cheers, RickO
