It’s beaned. At the Pogue sale, Stacks made the decision not to keep any beans on the coins. I’m not certain why - perhaps the overall percentage was too low

under light and in hand the coin is bright SP 68 full RD. Without light the coin looks about like in the fotos and more like RB.

Didn't they also have PCGS redo all the special labels, since the first bunch was not as legible? I can also see leaving the beans off to get a cleaner look to the collection, and, as you say, uniformity with those that didn't bean.
I'm surprised nobody has complained about the two tiny spots below the D of UNITED.........
