The text says "Society of Civil Engineers of France" And then "In Memory of the voyage of his delegation to America" [Approximately, I don't speak French.] It might just be a French medal commemorating the voayge.

Close enough and your interpretation makes sense. Obviously a place to inscribe the recipient's name, which supports the commemoration of the voyage thought. Do the months August to October coincide with the expo? If this group attended the expo, then this would still fit. Also, did France have a pavilion showing off their machinery or something? Interesting collecting theme,

Are you sure that's an expo medal? The French love their medals and there is no mention of the Chicago expo on the medal.

The expo ran from May to October
It is not in Eglit, as I remember.
I used to have a major Columbian Expo collection.
Sadly, gone now.
