Yes. A 1964 cent.
Quite a few varieties for you to compare with since any posted pics that are out of focus is impossible to obtain a general idea of a DD.

Though the picture is a tad blurred, it looks like machine doubling.... and the CPG does not list a DDO for 1964. Cheers, RickO
