Yes, planchet defect.
Here is a similar one on the other side. Your is pretty cool looking it almost looks like a headband.
Looks like the start of a hobo carving.
Detached lamination.
Neat looking coin.
My first thought was someone adding a flapper girl headband.

My gut tells me it's a detached lamination that someone then proceeded to alter further.
Looks like a helluva lamination to me, about the worst I've seen.
