Looks like something on top of the 4's .... cannot tell much more from the picture.... Is it metallic? Did you try a pin point to see if it is soft? Acetone bath? Cheers, RickO
Is the dark rectangular area southeast of the "damage" missing metal / indented? Makes it look like a strip peeled off and then got struck to the coin. Or just an illusion...
Value - I doubt it would bring a buck or so on Ebay -
If you know a young numismatist, it would be a good
coin to give to, and let them learn about how coins
and planchets are made, and what kind of error it is.

Used a toothpick no movement it permanently there.
