United States Mint Director Dave Ryder signed nine 2019 Proof Sets during a visit to the San Francisco Mint on July 22.
Director Ryder’s signature appears on the product insert, the Certificate of Authenticity (COA) and the product carton in each complete set, and each component has been numbered as well.

LOL, another Mint gimmick. They would do much better making some neat stuff such as a batch of W cents struck in gold or some Platinum Park quarters for sale as individual pieces.
