Yes. Even if it wasn't it would be hard to find a buyer for a coin in that bad a condition.

Found in the ground then to a Coinstar then rolled is my guess.

Yes... that coin has spent a lot of time in the ground... then turned in to a bank and rolled...Or a coinstar recycle as said above...Cheers, RickO
Take that coin, hit it hard a few times with a hammer to deform the rim.
Spend it, and it will kick out of the sorting machines, and be returned to the mint for credit and destruction.
If it was mine, I would just toss it in the trash.

Probably in some acidic environment (buried as others have said) that selectively etched the copper core resulting in the grooved appearance
