That must be the first time I have seen spots on a DC coin. I agree with AUandAG that nothing can be really done to fix it.
I would suggest putting it somewhere, or in something that might make it tone. You will still see one or two spots but the toning takes over the look.
I had a similar (but not identical) problem on a 1917 SC Peace dollar. Dan contacted me and thought that he could probably fix it. By then, I had sold it. You might contact him to get his thoughts.
Yours looks a bit more like what is showing up on ASEs.
These were not processed like Mint ASEs. I wouldn't jump to the same conclusion -- have you tried soap and warm water? Maybe a quick dip? Will have to check mine out now ---

Obviously I can not control the environment that at item is subjected to after I part with it. But, in general, spotting like that is not normal. If you send it to me I will either conserve it if possible or replace it if necessary.

A hammer will get rid of the spots - and you'll still have 1.5 oz of silver (which is not worth $60).

DC silver presumably is susceptible to the same issues as other silver
I have a DC ike dollar that developed a nasty large spot just as an unc. 40% Ike might do.
