improperly annealed 2019 W quarter?

Just found this in a fresh roll of new American Memorial National Park Quarters. Coin hasn't been on the street yet.

    It certainly appears to have had a process problem....either improper annealing or skipped the cleaning process. Cheers, RickO

    Based on your photos, yes, it looks like
    it's been struck on a mis-annealed planchet.

    Thanks for showing next to a normal quarter -
    easier and better to see the comparison side
    by side, instead of guessing if the lighting is off,
    etc.

    What does the edge look like? If it looks like a normally struck new coin, then it's likely to be a misannealed planchet. If it has the same coloration as the obverse/reverse, then it is environmental damage.

    Based on the short length of time since it was issued, I also think you have a misannealed planchet error, but the edge will confirm it

    Yep. Looks like an oxygen leak which creates the "burnt" appearance.

    So, $65 grading fee for modern mint error?

    Seems kinda steep, especially since it requires it's own submission form with all the additional costs of a submission.
