Anyone seen this GSA cert before?

It is with a common date cc dollar. Red lettering and no number prefix (82xxxxx) seems off to me. Perhaps an aftermarket stamped? Dealer made? No Gov't stamp at the bottom. Thanks,

Yep, I have a very similar one....I believe it is an after marked stamp by a dealer or distributor.
ive seen them (don't know much about them)
Definitely different from the one's that come in the sealed boxes.... Likely made as an enhancement for sales... Cheers, RickO
