What’s wrong with my 2019 dime?

Going through some 2019 mint sets, and all of them have that same beautiful brilliant uncirculated silvery/lustery look.
Then this one set has a dime that is much more dull (though some luster still present). It also has an off (tan?) color to it. Both sides are the same. Pic below.
Is it just a freak toning deal, or is it some kind of error? It has a very distinct look to it when they are side-by-side. Haven’t seen anything like it before when searching sets.

Annealing issue?
I have a couple mint sets on the way- I'll check my dimes. Not sure on cause. Is the toning similar, and located in the same general area's, as what occurred on the W proof cent? If you recall the threads on the cent, or, maybe seen in Coin World Weekly?
The toning is uniform across the obverse and reverse. It's just weird. I'll try to get a better side-by-side picture shortly.
The earliest of die state strikes tend to have less luster.....maybe the case.

Leaning toward improper annealing.
Looks like a defect in the blister pack to me.
The appearance in the picture makes it look as if the copper is showing through thin cladding.....definitely has a copper look to it. Cheers, RickO
