Well, that depends on who you want to believe. The NGC description says one thing but I say they are wrong (again) and it is an entirely different error.
The NGS label says "Defective Plating" which is incorrect.
This coin is "Struck on a Damaged Planchet".
What happened is, a normal cent planchet was made just like all the others. The coin does not have defective plating.
Then, a normal cent planchet somehow got damaged Before it went into the mint press and the mint dies pressed the design into the damaged cent planchet.
I tend to agree with you...(not that my opinion carries any weight).
But the DIRT and GRIME seems to indicate someone picked a planchet up off the floor, (or in a parking lot ), and tossed it into the press feeder again.

The silver parts look bubbled up like somebody splashed hot solder across it. Planchet got stuck in the oven?
Yep....looks like copper plating removed by damage, which also affected the surface by moving metal. Cheers, RickO

Cool coin, but don't the spots factor into the grade and weakness on the obverse head? I'm obviously not a modern Lincoln guy.
My guess was 66
