1799/8 ? Draped Bust Large Cent

I picked this from a pile of cull large cents the other day, just cause I thought it was neat... Draped Bust, the year George Washington died, etc... Two other people look at it and thought it’s just “tooled” to look like a 99. Granted it has many scratches, but upon closer inspection I thought that it might be a 1799/8. Anybody care to weigh in ?
Is it worth sending in to authenticate?

@Jalexfoster The two nines are very dissimilar. It will be interesting to read what the experts on this coin post.
@Jalexfoster Your coin has an altered date.
1799 is a rare date. That last digit was tooled to resemble a 9. It may have been an 8 to start with. I don't have my large cent references handy, but maybe one of the EAC guys can confirm the date.
