Anyone have information about this mint set holder?

I've never seen a mint set holder like this. Is it a US mint product?

    It looks like it's an old SMS(special mint set) holder that someone cracked and reused for other coins

    Coins taken out of one of these Special Mint Sets.

    And then replaced with other coins; an inexpensive way of making your own Capital type holder.

    Some may call it re-purposing or recycling or a cheapskate.
