Could this be true? and if so why this much?

Must be because it's an extremely high grade. This is a very common date.

A PCGS 67 in the same auction sold for $13,200. That's quite a premium for rust (@ricko)

I liked toned gold, and that one doesn't do much for me. Not at a premium like that at least.
Mine doesn't look that far off... And I paid significantly less.

It sure is. I think many of us have seen much better examples of this date. I was going to lament the fact that in today's market, a coin's color can now give it a (X) point jump over its technical grade. Bottom line: Someone bought the coin and others wanted it. It all comes down to a personal choice. Now there is another MS-67 1928 $20 in the population.
28 is the best year for inexpensive toners.
Got this one off ebay for $3,700 (MS66+ non-CAC)
This one just sold for $22,200 (MS67 non-CAC)

The coin has a lot of hits on the obverse to be a 67
I like yours better. Also, not sure I would call those monster toners. Not bad for a St, but no where near monster for gold.
I don't claim to know how to tell the difference between MS67 and MS67+ coin, but maybe the buyer sees a "+"?

Read what I said above about "color/toning grade bump." We have got to get a coin's VALUE out of the equation.
