Looks like someone polished the obverse (front) and possibly cleaned or dipped the coin in a solution to break up tarnish or dirt. Like vinegar or ketchup.

Post mint damage.... many coins get mistreated by coating with paint, polish, mercury, silver or gold plating. Cheers, RickO
