Damaged. It is definitely not a 1070. Well, it looks like it says 1070, but was not made that way, or then. Metal moves when it is impacted or smushed, like a dent

The second pic showing the edge shows the planchet is split so it looks like it may be a lamination. Hard to tell since this area of the coin is also damaged. We need one of the error experts to comment. It's not worth more than face value but it's certainly interesting.

Definitely PMD...though @PerryHall's point about a possible lamination should be explored....Cheers, RickO
