It’s tarnished already? Can we return just the cent for a replacement?

I may be wrong, but seeings how it was a freebie with the set, probably not a return on them.

The "scratches" I see are in the plastic. Is there something on the coin?
Rotate it around and look at it. I thought the same thing with mine but finally realized it was the baggie that had the marks on it.

@jabba Move the cent. Looks like the plastic baggie is scratched based on the reflection from the cents.
Probably can send the mint set with the cent back for replacement. Call CS.

I could be wrong but I think the Mint has a 100% satisfaction guarantee on everything they sell.
There is a chance they would make you return the whole set and then they would send a new set.
( You bought a set, not a W cent. You can't return something you didn't buy. )
Wow! Now that's getting way ahead of the crowd for toned cents!

I know they never stay RD but how would this affect grading because other than that it’s a nice looking cent

It will probably not affect the grade... If you are sending it in, leave it in the sealed plastic... Cheers, RickO

One of my two cents was like that.
I knew it would happen.
This out in today's "Coin World". The picture from @jabba in the first post shows this discoloration.
I printed to PDF the Article which is attached.
New front page article about the 2019-W cent in today's Coin World.
This does not look too good for the mint. Expect customer dissatisfaction to explode. Hopefully someone in the PR department will intercede.

Looks like the Mint will take back/replace the cent but have to send the complete 2019 Proof set back.
Got four of the sets; results, 3-69 and 1-70.

Its odd to see an article dated 2 weeks ahead at April 14, 2019..
My two have the same tarnish. I did see that article in Coin World, and I'm wondering what sort of premium will be paid for the "W's" without the tarnish? Probably a good amount that have this anomaly? The hunt could be for a PF70 w/out tarnish?
Could this be determined a mint made error? Even with minor, tarnish, left from production process? Odd, if so, one that no one wants to collect perhaps?
Where was the Quality Control that should have stepped in BEFORE these were released to the public, knowing the bad press they'd be in for..... ? Sometimes, just doing it right the first time makes common "cents", freebie or not.
This is a hold over and still true for paper magazines. It took time and still does to line up advertising and the stories. Then to print all the copies needed for subscribers and other distribution methods. News stands, book stores, drug stores etc. The main way collectors got the magazine, or in Coin Worlds case news papers, was by subscription. Yes, Coin World and Numismatic News were in news paper format that came out weekly. They came in the mail so you didn't have to go to a "store" every week. Check any store that carries magazines (fading fast) and you will see a date on the cover in the future. When was the last time you saw magazine racks in a drug store, grocery store or Walmart type store ? This used to be a big distribution method.
Coin World Most read article in the Saturday issue? - The 2019-W Cent Return on the front page. Ya think the majority opinion is going to a happy one about the policy?

“The "discoloration" is a striking issue. The spots are opposite the scroll ends on the reverse, which is the highest relief that is close to the rim. The planchet surfaces in that area are not work-hardened the same as other areas. This can cause some differential toning (spots) because the amount of work-hardening affects subsequent toning.”

Lets hope the Reverse Proof W Cent that comes with the Silver Proof Set starting April 17th won't exhibit the same problem.

I had 5. and the best one of the 5 I had didn't grade higher than 66
These marks are on every piece I've seen. They hurt the eye appeal.
I just want to add that I saw the best I ever saw Red Lincoln cent yesterday. Dated 2006. A grader asked me to take a look. I looked at a perfect red gem. I said it looks like a 70! The other grader agreed but said to make sure. I put it under the scope at 7X (florescent light) and the reverse was perfect. The obverse was looking perfect too until I saw the a very tiny scuff only visible when the coin was in a certain orientation. MS-69. I hope the owner cracks it and gets a 70 someplace else. How do coins as this even exist after 14 years w/o spots, nicks, hairlines, etc?

The one I received with my Proof Set did not have the marks. I guess the Coin Gods smiled on me the day my order was packed for shipment. Will it make a 70 ? I'm hoping so. I'll send it in along with the Reverse Proof and Uncirculated versions once I have them in hand. I subscribe to all three. I'll use three of my free gradings I get with Gold membership. I haven't decided on the fourth coin I'll send with the W cents.
