Why no 1936 brilliant proof buffalo nickels slabbed CAMEO?

Some 1937 brilliant proof buffalo nickels have been slabbed CAMEO by both ngc and pcgs. But none from 1936. Wonder why not? Was there a difference in the minting process / technology between the two years. Also I understand that ngc will give a partial cameo 1937 buffalo proof a star designation for the partial cameo contrast.
Here is a picture of a 1937 proof buffalo nickel that has pronounced partial cameo contrast, but not quite enough to be designation CAMEO by pcgs.

There is a book on proof coins from 36-42, I haven't read it so I can't say for certain, but your answer might be in there. I believe you have butted heads with the author here.

The book is called United States Proof Coins 1936-1942. Reading it will help collectors understand how and when "cameo" proofs were made during that period, along with the differences in proof production, etc.
The ANA Library has copies for loan to members, and some community libraries have purchased copies. Local libraries usually participate in Inter-library Loan programs, so the book could be obtained locally. Copies can also be purchased for your personal library.
