I only got 2. One looks ok but this second one looks like they wiped it off before they put it in the bag! These pics are taken thru the baggie!

That might just be lines on the bag?
I shifted it around to different areas of the bag with the same lines showing up in the same direction.

Seeing lines on the bag around the coin (obverse), too. Maybe that entire bag is scratched. Those cents were not well packed from the Mint.
My mistake. I finally got it to rotate and noticed it's the bag. Sorry for the confusion! I was just moving it back and forth and the lines stayed the same.

The lines are on the bag and not the coin. You can see the continuation of some from the coin to the surface of the bag, most notably on the lower left of the obverse.

I'm a little surprised (well, maybe not really) that these are packed in a baggie. They should have put them in 'cointains' or at worse, an air-tite.

.........and then you can send that one back as well. Typical mint garbage at its best! As long as they are making money off of huge premiums they will never fix the quality control problem. I would fire them all and use robots. I’m sure glad I quit buying their overpriced garbage.
The mint is no different than any other company today. Charge more dollars for cheaper products. At least they aren't made in China like everything else we have to buy. I just think of my proof sets as a part of history that someone else will be able to enjoy when I'm gone. I can't really afford the older sets, but I have from 1955 - date, and I enjoy still looking at them from time to time. I know my grandkids will also. So one mans garbage is another mans treasure!

I've got the EXACT same blemishes on mine. There should also be a blemish on the reverse just under the "A" in States. I called the Mint to get them to replace it and they said they would not replace it because it was free. So I shipped the whole set back and will reorder a new one once they credit my card for the initial purchase. This is the only way I can ensure I get a new W.
Received my 2 sets with the W Penny and they both look good.
One of those big dealer is selling this in NGC FDI RD PF70 for $299 that includes the annual proof set. A lot of money for a penny even if it comes with the proof set, don't you think? Thanks.

The "W" came today. Nice fields but no cameo.
No disrespect meant towards you for what you collect. Thanks to this forum I’m more discretional on my mint purchases. I have spent quite a bit of money over the years on gold and silver from the mint only to receive 1000$ + coins with scratches, smudges and grease spots. Sending many back for refunds or replacement, and in some instances receiving my replacements back with scratches or what not. So I base my statement on my experience which may not be the experience of others with the mint.
I’m sure your collectibles aren’t garbage........have fun what you collect.

The "discoloration" is a striking issue. The spots are opposite the scroll ends on the reverse, which is the highest relief that is close to the rim. The planchet surfaces in that area are not work-hardened the same as other areas. This can cause some differential toning (spots) because the amount of work-hardening affects subsequent toning.
