Mint Researchers: I'm back and need help again.

Does anyone have a copy of Sam Vinton's letter to Director Patterson, dated January 9, 1849, regarding cents and trimes?
What is the easiest way to access the Dickinson bill that followed on May 14, 1850?

Here's Patterson reply of Jan 18, 1849. (PDF attached)
The 3-cent coins were not called "trimes" by the Mint or anyone else. The most common terms were "3-cent silver" and "3-cent piece."
Here is Dickinson's cover letter and draft bill as sent to Patterson on May 10, 1850. The Bill covers a billon copper-silver cent. (Patterns struck in copper only were later handed out to those who aided Patterson's Washington Medal Cabinet project in 1859.)
