If the area is flattened, then post mint damage. If raised, then likely a die chip as mentioned.. though value would be minimal as they are common and unlikely anyone will pay any premium for it. It pays to have a 'good eye' and keep looking... that is how the big finds are found.

As for the Y in Libety, on my screen it looks like the letter took a hit and the metal was shifted.
