Population for Pluses

I just ran across the following in a Heritage auction description.

How do you read this? Do the first set of numbers include both pluses and non-pluses?

• PCGS Population: (39/19 and 0/1+)
• NGC Census: (11/7 and 0/0+)

For PCGS:
pop 39
19 higher
no plus among the 39
one plus in the higher grades is how I read it.
