have a 1999 New Jersey state quarter that is 2 different colors. One side looks like an ordinary quarter but on the reverse side it's a coppery bronze color on the other side. It doesnt weigh the same as average quarters. I need some help on finding out what's going on with this odd coin?

You could have a quarter missing it's clad layer. Better photos and the weight will get you the best responses.

Much better photos! Looks like it is missing the clad layer, your weight at 4.6 should be closer to 5.6. Your coin looks like it may be in AU condition.
Nice Find!

@ZakkC Welcome to the forum. Pics of the edge would also be helpful.
Edit to add specs:
Weight: 5.67 g
Composition: 91.67% copper, 8.33 nickel (clad)
Thickness: 1.75 mm
Diameter: 24.26 mm
Its either environmental damage or very possibly missing clad layer.
Be sure not to touch it so the copper side (if that is what it is) stays bright.
An exact weight would determine if it is a great find.
AU condition?
