This has to be one of the most interesting man made mint errors I have seen in awhile
on eBay, where else?

Certainly different... I would agree it is not a mint error....I would like to hear from the experts on how it may have been made...Cheers, RickO
You can use a small manual lathe to machine out the 1974 then turn down the OD/face on the bicentennial to the correct size and glue them together. if you do it right it almost looks seem less.

I wonder if there is a compartment inside there.

None of them (fake errors) are interesting. Anything can be done outside the mint.
What is interesting are true big mint error coins.
EoC --- Agree - although this one is 'different',
the man-made possibilities of errors are limitless.
