Bust quarter, barely legible

I picked up this Bust quarter, the dealer had written "1839" on it, it looks like the last number is 8, so must be 1828? Yet the third number does not look like a "2". Any thoughts on this very poor quarter?

    The 2 on the bust quarter is super fancy. Third digit must be a 3.
    4th digit.. all signs point to an 8.

    Ok, thanks, dumb me, I went into Coinfacts and looked up dimes not quarters and there were no 1838 Bust dimes.

    Any shot at a poor 1 or would it even as a low grader still get a problem grade like env. damage?

    I have no idea what a TPG would do with that coin....not sure it would straight grade...Good luck if you do send it in... Cheers, RickO
