Strange 3 cent nickel

I cant find much info on what is going on with the date of this coin. I checked my cherry picker guide but it doesnt have any info on this particular coin maybe its told old.
Is this a repunched date? Theres what looks like 8's under the 8's

Yes, it's a RPD.
Two different strongly repunched dates, not rare and as such not considered to be a “cherry pick.”

It also appears to have been rather harshly cleaned.
Your coin is the 1881B13, aka RPD-006.
It was struck from the same dies which struck the 1881P03 proofs, which were used on both proofs and business strikes.
For some reason, the Gifford book gives separate numbers to the proof and business strike die pairs.
(Actually the Gifford book usually describes the obverses and does not attempt to describe die pairs).
As @CaptHenway mentioned, there are several repunched date obverses for the 1881.
The Fletcher-Flynn book includes 7 of these RPD obverses.
The Gifford book includes 14 of these RPD obverses.
It is fairly simple to see that your coin is not the RPD-003, although the underdigit shapes are very similar.
The date position is different. The RPD-003 date is far right and low, quite close to the curl.
On your coin the date is more centered.
Although the RPD is cool, it is not high value, because there are not many people who collect 3 cent nickels by die variety,
and the RPDs are fairly plentiful.
