Not sure this 1951 S Jefferson Nickel would grade higher than MS65, any thoughts?

My main issue that would hold it back from a 66 is the scratches on his jaw and part of his collar. Any feedback would be greatly appreciated.

65 would be the limit considering the contact marks. The steps, on the other hand,
are well defined. Not "Full Steps" but close. Either way this is a coin to keep.6

No. It's a 63 due to the obverse digs on cheek and collar.
From what I have seen, the grading of Jeffersons has been all over the place-FS or not, regardless of which TPS. These cannot be bought 'sight unseen'.
