Does this 1971 Jefferson Nickel still have grading potential?

Does that one scratch on the steps completely take this coin out of the running for FS designation? I’ve seen PCGS and NGC let a lot slide but I’m not sure if this can be accepted.

No, not full steps,,,,, not worth the cost of grading fee's.
The gouge on the steps would preclude a designation. Not worth the submission fees.
That a pretty big nick and would disqualify it from FS

Absolutely not worth slabbing. The fact that you would even consider having it slabbed tells me that you need to learn a lot more about grading before spending any more money.
While focusing on the steps, have you missed the other two dozen nicks all over the coin?
Here is some constructive criticism for you that hopefully will help you in the long run. Try to view as many coins as you can and try to get a very good idea as to how to grade and to determine if certain issues are going to hurt the value of the coin. This is something that will not take overnight to learn. One can not afford to have his hand held on every purchase. One needs to have an idea as to what is going on. You will get hurt if you get involved with a money hungry seller that doesn’t have your best interests at heart. No one can be exactly right on the screws as far as what a correct grade should be on a coin or how a person may love a certain coin while to others it is just a blah item. In the case of your nickel, the gash is in the wrong place for me and it ruins the coin. To others it may be no big deal. Finally a picture can only go so far. I have seen rotten pictures of coins but in hand I love them and been in the opposite situations to in which the photo is awesome but the coin is a dog. Bottom line is that it is your decision.
