Anyone know what's going on with old flip labels being issued now?

There are several cards, both modern and vintage, from different (reputable) sellers being offered on eBay with old flip labels on cards that were issued well after the change. Here's an example:

The same thing happened shortly after the lighthouse flip was introduced. It was mostly 4SC that seemed to have a lot of flips numbered after the change that looked like the one you show above. No idea why it would still be happening so long after the change.
4sharp does have a few of the vintage ones I mentioned but the modern ones like this one aren't their listings.

My guess is it is something as simple as they ran out of the new flips and instead of waiting on more of them to be produced and or delivered they just used up some old stock that was still securely on hand.
I assume it’s guys who have wholesale deals, for whatever reason. I think those are dmodel or something like that.

Yeah I believe it's Dmarcus but why? Doesn't make sense to promote the higher level of security with the new flip and then pump out hundreds? Thousands? of the old ones to your biggest customers.

My only guess is maybe the guys paying the least get the extra leftover flips after they transition to a new one to save PSA some $ avoiding waste.
It’s just speculation, based on observing the same thing you did and the sellers that had them.
This Dahlin was graded long after the lighthouse label was introduced.

In fact it was pretty much just graded now.
I made a thread about this a year ago. I even called PSA and they had no clue. best guess we were able to come up with was it was bulk dealers, getting a deal on holo flips vs lighthouse. guess seems plausible as its almost exclusively bulk dealers like 4SC and that dmarcus guy on ebay thats getting them.
