What were the original NGC grades?
10 and 35. I felt like the 10 was pretty low. Looks like some would agree with me.

Lower than what they were.
Interesting considering almost every prediction up until your post has grades HIGHER than the current assigned NGC grades.
96 may look low but possibly net graded. Reverse looks like a bit of environmental damage, some may affectionately call crust.
I also think they should go up, but based on what has happened to me lately, I doubt it. Had an MS65 CAC go DOWN 2 grades.
I predict you will like the new holders better. The grades? 12 and 30 - the first one has a lot of meat for a 10 unless it was net graded for some reason. I would consider crossing instead to protect the 35.

From what I have seen if the coins submitted don't have problems, they tend to give them a price bump compared to PCGS especially in this market. So likely you will see some minor downgrade even as raw.

LOL, that's probably true "BUT" it seems that NGC agreed with me on the 1802 giving him a 35 which I think is about right. NGC gave him a 10 on the 1796 and I'm saying it's really a 6 to 8 which I think PCGS will agree. We will see "in a few months" when he get's them back.
That 1796 is going up.

It looks like you've convinced yourself that NGC always overgrades. If anything, I think NGC has a terrible understanding of the striking characteristics of early coins. I've found lots of clearly under graded circulated coins in their holders.
1796 = easy 12 maybe 15
1802 = 35 outside shot 40

Ever since Mark Salzburg Issued that ridiculous letter attacking PCGS and making the very poor business decision to eliminate PCGS coins from their registry; I believe NGC have really tightened their standards in order to try to prove a point. PCGS has done the same as a matter of self-defense. That is my opinion.
