Not a doubled die. Keep in mind, 1989 cents are struck on copper-plated zinc planchets, and the plating on them can cause all kinds of anomalies. It looks like all of your coin's devices are flattened somewhat from some kind of post-mint action. This could be pushing the plating up around the letters.

Look for the some markers (die scratches). Cannot tell with your pics and the cent maybe too worn to tell.
The 8 in the date has a weird top opening so compare with the link and then look for any die scratches.

Does not Mach the ones on site this one has flattened print no signs of major wear or scratches ? ese possible dd punch
