Looks like dried soap scum or tape residue or ....
First, see if it comes off. Q-tip with acetone and roll.
Acid treatment. Someone playing with chemicals.
Environmental damage

That is a stain... if acidic, it will not come off...Acetone will remove organics... either way, it does not add numismatic value... even for those who collect tarnished coins. Cheers, RickO
