Is this prooflike?

I have a number of MS64 1904 $20’s, but this one looks different than the rest. The fields have mirrorlike reflectivity. Does this coin fit the criteria of prooflike? I’ll do my best to illustrate using photos.

I would say no.
If it were PL, NGC would have noted it on the holder.

To be honest, I’ve never seen a coin in hand that was designated prooflike rather than simply a proof so I have no real point of comparison. I don’t find this coin especially attractive, but its fields are unusually reflective compared to the rest of my 1904’s. If not prooflike, are mirrored fields perhaps an indication of an early die state? Just trying to understand why this coin looks so different from the rest.
I much prefer this beauty over the one that’s the subject of the post. Cleaner fields, but still less mirrorlike:


Wow - what grade? Glare is hiding. Yeah, not as mirrored but WOW except for that chin tat.
Looks semi-PL
Look at the slab number my good man. MS64 with a copper spot on the chin (for identification purposes). The original coin in the original thread topper is PL, no? Yes!
Just noticed the glare obscures the grade. MS64. I wonder if the copper spot on the chin kept the grade down? Seems it would at least merit a plus.
Your first coin does look semi-PL. As mentioned above, NGC will designate any coin in any series PL if warranted. PCGS will only apply the designation to Morgans and certain modern coins.
The second coin looks very clean for a 64. I much prefer that one.
It looks semi-PL to me. It might get a star if you submit it under the designation review tier. It is only $12 (versus $10 for reholder), and you would also shed the scuffed slab and get a new one.

Perhaps, since the OP coin is in older generation NGC holder, it could upgrade to PL on a re-submit ?
It is a very nice coin, though I do not think it will get the PL designation. I do think the second one has more eye appeal. Cheers, RickO
The coin seems to have some proof-like qualities. Unfortunately, proof-like coins tend to pick up many small handling nicks unless they are spotted quickly after they enter circulation (or bounce around in a bag). These small nicks destroy the eye-appeal of such coins very quickly. Your coin seems to have many of these nicks. I would personally not rate the coin as being worthy of a proof-like designation and would grade it as only MS63 because of the many small nicks.
