The strikethru looks like a loop of tied string with the ends sticking apart. Kind of like a string you would tie around a finger, of course it is too small. Unless an infant was working the press that day.

That's the same RTC recovery coin I have, but without the strike through, and mine is rotated in the slab.
Need to find an electric toothbrush.
