1900 o/cc?

I was looking at the vam 9 on the 1900 o/cc and it looks very weak, was thinking this one might qualify. It said on the vam 9 the "c" was to the right of the "o" and the obverse had some 00 doubling.

See the cc, but no doubling.
I see evidence of both C's, so yes, I would say that is an O/CC. Messydesk above has steered you in the right direction.
