I thought this portion looked like the wooden top holding the bell. I am not sure, but it is definitely raised. I suppose it could be struck through something. I wish I could lay a black and white image over the bell. Maybe someone with better photo shop skills can do that.
Yeah, perhaps if the other die was rotated. The lump of metal is raised too far to be a clash mark and does not match anything. I'll bet it is trapped gas.
As Insider2 said, the other die would have to be slightly rotated... and no other signs of a clash show up...It is raised metal though, so unless a serious die gouge, I am not sure what it could be. Cheers, RickO
Un-Popped lamination bubble,
or as Insider2 said - trapped gas.

Not clear enough to tell, looks like it could be a struck thru Vs. clash?
@erwindoc
The die clash on these is usually visible on Bens lips. There is a 1963 bugs bunny (die clash upper lip)
Is this where you see a clash?

Looks like there is either extruded metal from the back of Franklin's hair to the D in God, or is it struck through something ? Broken die ? Gouge ?

Turn the coin over an tell us what part of the revers design you see to make the mark you believe may be a "clash?"

From the goggles
Previously I had never noticed the Bell shape of the human head...

What is that wooden thing that the bell hangs from? I can see it could be a clash of that wooden edge. Or it could be a chip or bubble. Peace Roy

Looks more like a lamination to me.
If the surface is broken it is.
