Welcome aboard. I presume you're talking about the place above the D of Dollar.
Is the amount raised on the coin or it a depression into the surface of the coin? If it is a die gouge (damage going into the die) the result would be a raised portion as the metal fills the void upon striking.
If the spot is a depression into the surface of your coin it would more likely be a strikethrough or damage to the coin itself, not something from the die. I would say it looks most like a strikethrough to me. A strikethrough is where some foreign substance/object gets between the planchet and the die during striking, In your case, it looks like it may be either a small wood or metal scrap. But I'm also not ruling out damage to the coin.
Unfortunately, it's impossible for me to tell definitively which it is from the quality of your photos. You may have better luck getting a good photo if you take it out of the cardboard flip to photograph.
I agree as it looks like something is going on above the D, and yes better pics are a must, proofs can be tricky to photograph unless your used to it

Looks like contact marks on the D on the reverse
Notice the similar marks on the rim below it.
So it starts above the D in dollar and goes up his tail feathers and another up above the head in the ball i will get a better pic in a min i will try
It was damaged after it was minted. On the mark above the D, you can see the displaced metal from where it was hit. The metal pushed up along the sides of the gouge clearly indicate this happened after it left the die. It could not happen during striking. The other marks on the tail and on/in the D also look like scratches/gouges, as well. Sorry, but you have a damaged proof coin.
