Will PCGS reholder a coin that was slabbed with particles of plastic inside (touching the coin)

I have a PCGS large cent that has quite a few particles of what I believe to be plastic inside the slab. I showed the coin to a dealer at a coin show and his guess was that the person who submitted the coin did so in a holder that had to be cut open to retrieve the coin and that the particles were left over from that process.

I have had this coin for over a decade and I like it a lot, but I worry that over time those particles will affect the way it tones or cause other adverse effects. Is there a process where I can submit this coin to be reholdered without the plastic particles? I don't have a PCGS membership otherwise I would just submit it through the normal channel.
