    Since the mintmark is also doubled, I'll guess Strike Doubled." The base of the "F' does look like a possible "micro" doubled die. (EDIT: with strike doubling also.)

    Looks like strike doubling. The secondary image on the mint mark matches that of the T in STATES.

    Nice find, nice pics, seeing the mm and the T together is a strong indicator of strike double. IMO. Peace Roy
