Registry using different Rookie Card designations for same player for different sets?

Just looking for information on how the Set Registry determines rookie cards. Here are two examples of what I mean.

In the PSA Registry set "Rookie of the Year (1948-Present) Autographs" the following are the rookie cards designated:

1991 STADIUM CLUB JEFF BAGWELL
1992 BOWMAN MIKE PIAZZA

But in the PSA Registry set "Set Checklist: Hall of Fame Players - Post War Rookies Autographs" we see the following

1991 ULTRA UPDATE JEFF BAGWELL
1992 FLEER UPDATE MIKE PIAZZA

I would think that if PSA has designated a certain card as a "rookie card" then that it should be the same throughout all of their "rookie" sets

am I missing something?

    Different group of collectors for different sets, and they let the participants vote? Otherwise, set requester may have determined? I know some sets take votes as new cards are anticipated, like HOF sets. The only sets I've ever requested were Topps basic sets, so not much to determine there.

    52-90 All Sports, Mostly Topps, Mostly HOF, and some assorted wax.

    Generally, the person who created the set decided. There's no consistency.

    I hear you. Sometimes they give you an option. For example, in the 1st ballot HoF registry, you can have either the 48 Leaf or the 49 Bowman for Jackie Robinson. Same weight given for either card, but the price discrepancy at a given grade is extremely wide (say, about $10k for the Leaf and $2k for the Bowman in PSA6). I don’t like it. But the horse has left the barn ... if they delete one of the cards from the registry, a lot of upset customers that bought cards they “had” to have but now don’t “need”.

    So you ain’t missing anything ... it’s weird, frustrating ... and won’t change.

    While frustrating at times, it’s good for the hobby as it creates a demand for cards that otherwise might not see demand.

    The sets are, unfortunately, very inconsistent. Part of that is on PSA. Part of it is on collectors who don’t know what they’re doing or have their own agendas.

    some auto'd sets allow you to use any card for the player if its not a in pack obtained auto specific set.
