Weird Ebay transaction

I purchased two war nickel collections from an EBay seller. They were 24hrs apart or so. Each one was uploaded with a separate tracking number, that had the appropriate tracking information included, i.e. each one made appropriate post office stops along the way. On the day of delivery, I receive one box with one tracking number. The box ONLY contained one of the two sets, but both tracking numbers showed delivered. I immediately thought it was a post office issue (delivered not received). I sent the seller the following....

Hello

This item is marked as delivered. I received the other item I purchased from you but not this item specifically. At this point, I will contact the post office. There is nothing I expect you to do at all, just letting you know

He immediately said this.....

Let me check at my end as well. Question? Did the small Priority box you received show any signs of being opened/tampered with when you received?

I responded...
The one box from you I got was very tightly sealed and actually difficult for me to get into.

He then said....

Think I know what happened. FYI I left eBay for personal reasons right when this went down.. Looks like I did NOT include this item in the box with the other. I will refund NOW... Check your paypay account shortly..

Ultimately, I did get credited from the seller, but how did one package have two tracking numbers and he did not send the item.... He is no longer an active ebay seller... had 3700 stars and 100% feedback.

What do you guys think?

    I'm not sure how one package got two tracking numbers.

    I would just be happy that the seller is an honest person and refunded the second set. A lot of sellers that quit ebay may not have been so nice. We always hear about the bad experiences with sellers (dealers and ebay) but there are good ones too.

    Are you sure both tracking number packages reached the post office? I had one where the first tracking number was created, but the package never was given to PO. The seller then shipped the coin in another package with a different tracking number and eBay had two tracking numbers for the same coin.
